Ports and Waterways Safety Assessment

Maritime Safety Queensland, in conjunction with the Australian Maritime Safety Authority (AMSA), conducted risk assessment workshops in Gladstone on 28–29 July and in Townsville on 4–5 August 2009 in response to increased shipping in commodity ports of central Queensland.

The purpose of the workshops was to identify current and future risks to safe navigation. They also assessed the effectiveness of current interventions and identified additional interventions to further reduce any risks within the specified waterways.

The International Association of Lighthouse Authorities (IALA) approved Ports and Waterways Safety Assessment (PAWSA) model was used as the basis for the workshop discussions. The model incorporates 24 risk factors which are grouped into six risk categories associated with both the causes and effects of waterway casualties.
